Allow placement of small items atop others

One can't put a Book Rack or a Coffee Maker on a washing machine or the Japanese chest of drawers. In Europe, washing machines are in the kitchen. I'm in the USA, so I made a separate laundry room (no Dryer, had to use a second washing machine), and want to put an object atop it, but can't. These items seem to be one 'square' too small.

Also, why are some things 'outer wall items only'? I want to put a towel rack in my bathroom, but even those that are free-standing are outside wall only.
