One of my neighbors has six, is this a new limit or is there a reason he has six?

Yes it was increased with the release of Northstar.

Busybee222, Simdiva was asking about the number of Treasure Terrace Habitats one can buy, not the gold bar capacity of the habitat. That hasn't changed, but you can now own six habitats, whereas it was previously limited to five. With eleven Gold type dragons now and a limit of two per habitat, the increase was necessary if an account owned all eleven dragons.
