Trouble fishing!

I cant craft the feathered(colorful) lure in my bait shop. It shows up on the fishing screen with my other 2, but I can't craft it so I only catch little fish. Why not?

That was a special lure in one of the other events. You may occasionally find it for sale in Stormie's shop or if someone else puts it in the market.
