Can't request holiday ribbon.

My game won't let me send requests to neighbors for holiday ribbons or anything else. Is anyone else having a problem with this?

You cannot send requests, that is normal. This is not a problem.

The neighbour request was only for goal 1. Ribbons come from gifting with neighbours. please refer to the info in post 2 in the main thread. There are still players looking for gifting partners, so don't worry, you will find someone who can gift you. :)
