Why some cities can be clean X10 ?

Qustion again.
Why some sities got more 'water" available, X10 can be cleaned?
while most of us only got X5

I 've seen some cities ranked just level 15 which already got X10 water.
I am at level 25 now, and still only have 5 water

Neighbours can clean x 10, while other community members can only clean x 5. It doesn't have anything to do with the level you are on. So you can clean your neighbours 10 times, and they can clean you 10 times, while those who aren't your neighbours can only clean you 5 times, and you can clean them 5 times.
