On your main menu click on Social then select Invite friends, enter persons Storm8 ID and invite is sent. You may also try going to Community Bakeries on your game leaving some tips and post on their wall your Storm8 ID if they would like a neighbor to add you. Here's forum link if you're looking for neighbors post here, or add their Storm8 ID's
