How do you get a Villa?

Are these unlocked in the levels higher than I am (23), or do you get them in the secret boxes? I love them, but am NOT paying real money for digital assets...

They are the first prize in the regular (i.e. not holiday-related) Discovery Chest. So you have about a 1% chance of getting it if you purchase a chest.

It rare i guess, i did discovery chest twice and got Lab and patio table.

I believe the chances for the prize levels is the same for the holiday gambling chests, those chests just have different prizes.
