waiters not serving food

I have 3 waiters, but only one is serving food, causing major delays (for example, cid was sitting there for at least 5 min. -I finally had to leave the game). I have restarted the game. Any other suggestions?

Make sure that none of the waiters are trapped by a counter or decoration. They need a clear path from counters to tables.
