When I visit some of my neighbors I can still see the old cruise.....why is that?

When I visit some of my neighbors I can still see the old cruise.....why is that?

They haven't logged in since the cruise was active; it will stay up until they log in again. It can be helpful to identify folks who don't play anymore.
