What is up with the stupid silo flags?

I put the halloween paint on the silo (the one with the pumpkin face on top) and a skull flag keeps popping up on top of the silo then going away. The flag looks really stupid and it does not show a flag on the building when you select the paint. This flag really annoys me and I would like it to go away permanently.

The flag appears when your silo is max full. So if you don't want that flag, don't fill your silo to the max. This is temporary solution for you. I'm not sure if S8 will change the app.
