New habitat?

So while surfing around DS community today, I stumble on an island and saw a strange habitat:

There's also a little dragon in it but his movement is a bit odd, he just freeze after a while.

Curious! Anyone know what habitat/dragon is this? :confused: Oh, and for the record it's NOT on Stormie's Park.
