I have seen some cities use car parks as roads so they have travelling cars and road lighting, you just gotta ignore the booths. They give the added advantage of adding to your business number.

Go check out City of Love. You can buy animated people that walk on the streets and animated cars that drive on the road. On the Golden Gate Bridge, it is animated with cars traveling over it.
