Number of Expansion tickets

Is there a reason for the different number of expansion tickets needed for opening up blocks of land? Some are as high as 5 tickets required. I feel like that is over****. Especially if there isn't anything hidden within that plot like there has been in the beginning of the game. Is there a method to the madness?

The whole purpose of the game is to challenge you, the player. If everything was easy there would be no fun in it.

I find that having to organize myself - to collect what i need to get those expansion permits is a great challenge. The satisfaction when another space is open on the board is good. My problem is that i have done them all ... now it is plodding for no specific purpose - so ... enjoy it while you can!
