You have to buy the Noble Crystal in the market; look under buildings. Once you have that, you can raise hem all to level 15, but it uses lots of food!

what are the benefits of level 15? more coins, I assume. Are they stronger in the battle arena?

I may not be the best example as I haven't lost in tournaments in a long time, but I have managed to finish a tournament using only LV15 single color dragons, so take it however you want
