Peanut Butter Jelly Time

For some reason I cannot place the paper balloons. I have more than enough money, and I put six tables and chairs in storage to clear space.
When I tap on an empty space, no thing happens.
Any ideas? Suggestions?

This is actually from Restaurant Story (not RS2) but I think I may know what's going wrong - the Paper Balloons is a wall decoration, so you need to tap on a clear wall to place it. I hope that helps! :)
