Battle Arena not appearing at Level 30 on Kindle

I'm playing version 1.0.7.4 of Dragon Story. Upon reaching level 30, I expected to get a Battle Arena. But it's nowhere to be seen. I heard this had been a "bug" in the past. Is it still a "bug"?
