where to expand help

I was wondering if I should expand to the water lot or the train. You advice would be helpful. Thank you

The train helps to replenish your gem supply if you have enough barn space. The water garden takes a lot of supplies to repair but will generate a lot of money, especially if you purchase the sushi house.
