High roller room not available?

The high roller option says coming soon on my game, but on my mother's it is already up? What can be done to fix this?

Why is it not available to everyone? It's been a month since this question has been asked with NO solution. I think it's only available to players with low ticket amounts in hopes that they will buy more tickets. I guess the players with larger ticket amounts will just get the shaft.
