Banner Oven locked despite goal completion

I am on an iPad 2 version 8.4 and my game Verizon is 1.7.5. I completed the wallpaper and floor tile requirements and was flashed a message that I had received an oven but something labeled banner oven remains locked and I am directed to bake lemon chess pies but have no oven to do so. Please help.

You need the Rocket Oven to bake the Lemon Chess Pies. The Banner Oven is the 2nd goal oven and will stay locked until you finish the 3rd recipe (or the goals required for) of the Rocket Oven. Be aware though, that you need at least 23 gems to reach the Banner Oven.
