Is tipping limited?

I notice that some people can get 3 tips and some can get 6 and some can't get anymore. Is there a limit on how many tips you can get? What is it based on? How about how many you can give? TIA

I noticed that ppl who are not your neighbor, you can tip 3x's and ppl who are your neighbor, you can tip 6x's. As far as not being able to tip them at all, I have no idea. Maybe you already tipped them and they haven't tipped you back?
