Decorating the Spring Fling - needs?

I did the first step of that but then got "decorate with Tulip lamps" next, which requires gems, of which I don't have many - I might spend them if the parts after that are "back to normal," but not if it's just a Gem drain.

Does anyone know what all the steps of that quest are?

Once you buy the lamps, it just gives you 3 confetti spice. I don't think you are required to complete it.
