I finally finish the quest and ready to select my horse. (Stallion Selection) When I go to the workshop, it will not give me the horse.

You only have the Seal of Temperance. It looks like you didn't complete Resume Building and They Did The Monster Mash in time before the timer expired to get the other two Seals to complete Need for Steed and get the Official Horse Deed. Unfortunately, you will not be able to craft the Horse as you do not have the Official Horse Deed. Stallion Selection will expire on May 14th and disappear from your Kingdom Goals list soon.
