Herb Garden: 2 plots locked until level 50???

So my herb garden has 10/12 plots unlocked, but the other two are locked until level 50, and level 49 is the maximum level, which I have been at for weeks and weeks.
But... when I visit other people's restaurants, they seem to have ALL 12 plots unlocked.

So what is the deal? Can other people unlock plots I can't or does it just look like they are being used on other people's games?

I've noticed in other people's games that it looks like all their plots are unlocked, but there's no way that is the case, since they are very low level players with tiny restaurants, so I think it's just a viewing issue.

Hey there! This is just for display. Chefs will only have a maximum of 10 plots available to plant in the Herb Garden. :)
