You're on the latest version of the game so you should have access to all of the promotions and events that are available for Dragon Story. :)

Well, I have the Balloon Dragon but I still have it locked, but I don't have the Clown nor Pinata Dragon, as well as Gingerbread..
So, I think there's something..

Update: You need to be level 20 to see the birthday items. ^^
