Wont allow me to expand:/

I want to expand my restaurant but the game is almost playing a trick on me. It says u need 7 neighbors i get 7 then it says you need 10 sooo i get 10 neighbors now i dont need a certain amount of neighbors i need coins or gems . So basically im stuck with a small restaurant untill i figure something out.

You need a certain amount of neighbours to unlock the expansion which you BUY with COINS. Expansions aren't free.

I thought the same was playing a trick on me as well. I do not agree with the above post that having a certain number "unlocks" the expansion size because there were two option for the same size- one you paid with coins and the other with the amount of neighbors you have. Everytime I got the correct amount- the option disappeared...
