This was part of the St Patrick's event.

You needed to make dye's to upgrade the pot during the event in a dye machine. The event is over now, so you can't make these any more.

I think people could still upgrade the pot after the event if they still had dye's left, or if they bought them from the newspaper/neighbours. It is unlikely that anyone will have dye's left to sell, but you could try asking on the buy/sell thread.

Thursday night there was an issue in which players were able to buy a Pot of Gold from the Market for 0 Coins. When the item was placed, it showed as constructable state. The item can't be upgraded or changed from this status. If you have one of these, unfortunately it was not intended to be sold. To remove it from your game, you can go to Edit > Sell.
