Water cart servings?

This has bugged me from the beginning: why does the water cart list servings? Was it originally going to require us to manually restock the water cart? Silly question, yeah.

Before the second to last update, we could only give three servings of water to customers. Then we had to tap the cart to have it refill and then three more servings, and so on and so forth.
