How do you get the amulets in the spell shop?

The amulets originally were rewards for the Rainbow Sentinel questline. The questline has expired, so the opportunity to earn the amulets is no longer available.

Players can still pay Gold for the parts in the Craft Shop to create the Rainbow Spire (300 Gold total). The Rainbow Spire leaves on 3/10, so for those who want to buy it, please be sure to complete it soon.

Unfortunately, no. The spire itself is simply decoration. The dragon was on a limited timer, and is now expired.
