Rune limit/treent

I just hit the point of being able to expand to the treent and now my mining screen is showing a max of 20 runes

The treent space is 20, but everywhere else is still 70

So will I be unable to expand anywhere until I've raised the 10 million for the treent expansion, or will I be able to mine more than 20 runes?

You are able to mine for the maximum amount needed to the next expansion, even if the treent is 20 needed. You expansion to where you want, not to where TL wants.
