Can't earn anymore shields/stars to open new crime scenes to solve case.

I am on case 15 and have completed three crime scenes but have only 32 shields and opening the next scene requires 33 shield, how can I earn more shields?

Are they going to add more cases past 30.

I'm stuck too I can't open any more scenes and I have all the stars for the ones that were open.
