Valentine's bait?

I just bought a Valentine's bait at the newsstand but it is only appearing in my barn. I cannot use it at the fishing pond, nor can I make it at the bait shop. Please advise! Thanks!

It almost seems like this item was released too early, in error. I don't think you can use them anywhere yet. Just hang onto it and I'm sure we will know, soon!
