Cant expand my kingdom without Wisp Laterns

I can't expand at all my kigdom without Wisp Laterns, but Workshop doesnt allow to craft Wisp Laterns in any case. This option is "Locked by goal". What does it mean? How overcome this vicious circle?

You first need to expand to the goat man, Old Thomas. Do some goals for him first then you can build a workshop and make wisp lanterns.
