How do you or what do you have to do to open the next level of deliveries on the train?

They haven't been offered yet by TL. But hopefully soon. Id love the chance to win more gems by doing the deliveries.

Very longg, 36 level, still no.

Level 60, and no upgrade. :) It's not triggered by level. It hasn't been made available in the game for anyone yet.
