I am at level 21 and can only sometimes breed 20 fruits. I have the largest farm there is and planted one item for the goal, but not since then.
Or I can only plant 8 hours and the odd time plant a 20hour.

Why is this?

It looks like you only have 1 Grand Farm and the rest or Big Farms. You will need to upgrade them all in order to access the options on the rest of the them. :)
