Hamburger Quest

one of the first quests I had when I downloaded RS2 was to cook hamburgers but when I tried doing that.. It said the recipe was "locked by goal"... Then when I tried tapping on that, it brought me back to the hamburger quest and so on and so forth. Super frustrating ): up to now I still have that quest and that locked hamburger recipe. Anyone know how to fix this?
