Not receiving goals to download TL apps on my phone?

Hi, I play BS on 2 devices and I seem to only receive the goals to download other TL apps on My iPad but none on my Android phone. Is this normal or is it just a delay?

Promotional goals go out randomly. You may receive on one, some or none of your games.

Usually android and IOS promotional goals do not go out the same time.
