What are the requirements to open the mine? Level, money, gold? Thanks.

Level 45 you unlock the right side of the mine, mine for island parts, at level 80 you unlock the left side, mine for dragon parts. :)

I think you have that backwards - you can mine for dragons at level 45. I only just reached level 80 and got the ability to mine for land!
