Expansion Permits Not Dropping

Hello, I don't seem to be getting any drops of expansion Permits from my plane deliveries. I have made lots in the past 18 hours and I haven't received any.

Are there any issues causing this or I have I just been very unlucky.

All the expansion parts are pretty rare. Just keep trying and you'll get one. Good luck! :)
