Pond question

I just opened my pond today, fish for a while and had the fish swimming around in spots. Now when I go to fish, there aren't fish swimming around. Is this normal and do I just fish, or wait?

The circles are called "hot spots". They come and go. You can fish anytime, but when you fish on a hotspot, you normally will get better fish, items or sometimes double fish.
