Quest Outpost

I've got a quest in my book for a Quest Outpost, however when it sends me to the market, there is no Outpost there, any ideas?

You have to reach Level 11 and it will appear on the island just above you. Nothing needs to be done to build it.

It seems like Venture into the Volcano will take you to the Menu for the Quest Outpost. Could you force-close and try again?
