Illusive Dragon Scales!

Why are Dragon Scales are such rare drops when the quests ask for so many of them!
Unless you are lucky or rich, many of us have difficulty obtaining Dragons!
I have only one Dragon, who only drops about one dragon scale in two or three days!
In Gresalda's garden and the Anniversary Quests, you need so many of them!
Some people have 5 or 6 dragons!

its a quest...patience is the greatest part of this game.
if a dragon drops every day 2 dragonscales the quest is done too fast.
i did the dragonquest before greselda&co, so i had enough scales as i started...
