When I level up it says that there are new recipes available, but those recipes aren't in my cookbook. Then I finally noticed that it said they were available to purchase from the market... but I can't find the market anywhere. What am I missing?

Unfortunately many new recipes, that you see when you level up are from old locked goal appliances and they are unavailable now.
For example I couldnt find Disco Mocha. And then found out that it's from Musical drink machine, aplliance from may 2013 goal.

Ah ha! Thank you for clearing that up! I'm totally bummed because a lot of them were teas and (even though this is just a game) I prefer tea over coffee

Different recipes will need different appliances. Some of recipes you unlock may need an oven. To see them in your cookbook, you will need to have at least on oven out on you floor.
There is a limit on the number of appliances you can have out per your level. If you are maxed out you can store an appliance to be able to purchase a new one.

Note: If you store an appliance or counter with food on it you will lose the food.

Are old goals lost forever if we missed the time period to play it (ex. I started playing again after fairytale goal but I want the fairytale oven)???

Yes, they are. The Fairytale Oven was from the Princess Ballroom goal. You can't access whatever was part of a goal if it expired, nor will they come back.
