Is this a bug?

I have been trying to get a fairytale for ages. Its not working. I also noticed that I do not have the "fairy tails" goal up. I m level 52 now and playing on android. Is this a bug?

Hello,

The Fairytale Dragon is available for purchase on the Market for 500 Gold. You can also breed this dragon, it may take a few tries until you get it. Please note, the "Fairy Tails" Goal expired on 8/19/2013.

I was worried that not having the goal and subsequent numerous failures of breeding attempts was an indication of a bug.
