i understand this is a goal but what are the steps for getting there? Sabina has been rescued & we have tried to untangled/cut her hair. now what?

You're almost there! :) You need to complete "Royal Defender" to unlock Thurston's Fort. The actual Goal "Thurston's Fort" will appear after you complete "Royal Defender".
