Fish swimming in pond?

How come sometimes there are fish swimming in the pond and other times there are none? Do they appear after a certain amount of time? But I have fished in the pond where the fish were and still got anchovies...so what's the point? I cannot seem to get catfish or bass.

Sometimes they will give you 2 anchovies at once. I find that if you do not fish in that spot right away and wait until you get one or two anchovies fishing in regular spots.....then go to where the fish are you will usually get a catfish, bass, or 2 anchovies. I think the just increase the odds of getting better fish.
