They're a random drop from harvesting glimmerbulbs. I've also gotten from from my magic garden. There might be other places to get them from, but I haven't noticed because I'm always full on them.

I just finished that quest. I think I planted about 80 glimmerbulbs total to get enough fairy bulb seeds.
