How do I collect the happy face pizza donut with sprinkles

You may be referring to the a Pink Frosted Cookie (with a happy face) in the Needed section. An Un-frosted Cookie (with a happy face) will randomly drop down into the game and it will need to be frosted in the pink frosting at the bottom of the game to turn into a Pink Frosted Cookie. Once created, it will count toward the Needed requirement.

I would also like to point out that, unlike the jelly-filled donuts, the cookies can be swapped out to complete any match.
