How Can I have the candle maker or a sushi shop?

Anyone can tell me how to unlock them? I am on LVL 24 now so plz help me!

You need to expand to the beehive for the candle maker and the water garden for the sushi shop.

It's not really fair to have to go to the water garden for the sushi shop because I need the rice to fulfill a hot air balloon order! So now I'll not be able to finish that order.

I didn't know why I was getting candles orders for my plane when I didn't have access to the candle maker.

This happens to everyone. My guess is when a building is available to a player, the game starts requesting items so the player realizes they need to purchase that building.
