food promotion levels

how many times can a dish be promoted? the game shows 4, but I have spent the last two weeks cooking french toast and the bar will not complete the level 4 promotion. Just sits there at the almost full mark with a 4 beside it. Any insight?

Yeah pretty sure level 4 is the max, you can cook up to the level up point but it's not going to go over.
