Question about "asking for a helping hand"

OK, so I have sent out a request for help to my neighbors(my 20 neighbors) for 3 days and only received 4 ask for a helping hand hands. Can you only receive one from each neighbor?(I received those four on my first day of requesting.) and I mean period, not one per day? If so I clearly only have 4 neighbors active. :/ also, if this is true can everyone add me please. I really want to complete the summer caravan goal since it is my first limited goal. :).
